DNI Emerging Technologies is currently looking for an experienced Senior Software Developer to join our company in support of the U.S. Transportation Command Commercial Operations Integrated System (USTRANSCOM COINS).

The Commercial Operations Integrated System (COINS) is a multi-user, on-line information system supporting contracting, budgeting, and analyses necessary for the financial management of the airlift augmentation program. COINS prepares and executes contractual documents for commercial augmentation of the Air Mobility Command (AMC) organic fleet to support air mobility efforts worldwide. The system records commercial airlift support requirements; solicits, receives, evaluates, and selects offers from air carriers; prepares certifying funding; and executes contractual documents for airlift services. COINS is the primary vehicle used by USTRANSCOM to contract for cargo and passenger commercial airlift services in support of DoD common-user transportation needs across the range of military operations.

We are looking for a skilled and collaborative Oracle Database Administrator (DBA) with experience in Oracle 19c, AWS RDS, and Java-based microservices using Spring. This role bridges infrastructure and application development by supporting modern database environments that integrate tightly with containerized microservices. The ideal candidate is comfortable managing cloud-based database systems, optimizing performance, and working closely with Java/Spring developers to design scalable and reliable data solutions.

• Administer and maintain Oracle 19c databases across on-premises and AWS RDS environments.
• Design and support database architectures that serve Java/Spring-based microservices with high availability and performance.
• Collaborate with development teams to review and optimize JPA/Hibernate queries, stored procedures, and database access logic.
• Automate database operations such as provisioning, patching, monitoring, and backups using scripts and AWS tools (CloudWatch, Lambda, etc.).
• Implement robust backup, recovery, and disaster recovery strategies for RDS and on-prem databases.
• Monitor and optimize database performance, execution plans, and indexing strategies.
• Participate in schema design and data modeling for transactional and distributed systems.
• Provide technical leadership in enforcing best practices for database security, scalability, and resiliency.
• Support version control and CI/CD integration for database changes in Java/Spring environments.
• Maintain detailed documentation of database environments and processes.

Requirements

• 4+ years of experience as a Software Engineer with a focus on web-based software development
• Security + certification (or IAT level II equivalent)
• 5+ years of experience as an Oracle DBA, with expertise in Oracle 19c.
• Hands-on experience managing AWS RDS for Oracle, including configuration, performance tuning, and backup/recovery.
• Familiarity with microservices architecture and how it interacts with databases.
• Proficient in supporting Java applications built with Spring Framework (Spring Boot, Spring Data JPA).
• Understanding of how ORMs like Hibernate interact with Oracle databases, and ability to advise on query tuning and transaction management.
• Solid experience with SQL, PL/SQL, and Oracle development tools.
• Competent with DevOps and automation tools (Terraform, Jenkins, Git, etc.).
• Strong understanding of database performance tuning, indexing, partitioning, and query optimization.
